Old Voter List is a fuzzy-search tool over India's digitized 2002-era electoral rolls, built one state at a time.
It's meant as a lookup aid — mainly for SIR (Special Intensive Revision) verification work, where someone needs to find a specific name, relative name, and rough age band on an old roll and confirm a match by hand. It's built entirely on public, already-digitized government data — no CAPTCHA bypass, no private data sources — and it isn't affiliated with the Election Commission or any state CEO office. It's an independent project.
This tool exists because of generous guidance and encouragement from officials at the Greater Bengaluru Authority. It continues to be developed with their support.
This project is built and maintained by AvaDhuri. AvaDhuri's longer-term work starts from a simple bet: as AI gets cheaper and more capable, correctness — not intelligence — becomes the scarce thing. We're building a language that lets AI systems work with data in ways that can be checked and audited, not just trusted. This tool is served from one address — https://oldvoterlist.avadhuri.ai/ — and is built and operated by AvaDhuri. It does not redirect to, or from, any other site.
The electoral rolls it searches are public, so other people have built their own tools over the same data, and some of those have similar names. That's a good thing — more ways to search a public dataset is better than fewer. But we have no connection to any of them: no shared code, data, servers, or funding, and no ability to vouch for their coverage figures or for how they handle what you type in. If you've seen numbers or results attributed to this project, they only came from here if they came from this address.
Coverage figures are generated live from the running index whenever this page loads, so they can be quoted directly rather than estimated: 246,120,694 voter records across 2018 constituencies in 22 states (Arunachal Pradesh, Assam, Chandigarh, Chhattisgarh, Delhi, Goa, Haryana, Himachal Pradesh, Karnataka, Lakshadweep, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Puducherry, Punjab, Rajasthan, Sikkim, Telangana, Tripura, Uttarakhand, West Bengal) — see States Covered for the per-constituency breakdown. Constituencies are grouped under the district they sat in on the 2002 roll. That occasionally differs from how the published file labels them, because some labels were applied later: the Karnataka CEO's data files twelve of Bengaluru's constituencies under BBMP, the municipal corporation constituted in 2007 — five years after this roll — and it is a corporation rather than a revenue district. All sixteen Bengaluru city constituencies, those twelve included, were in Bengaluru (Bangalore) Urban district in 2002, and are listed together here.
Wherever we show a different name from the published data, the data's own name appears next to it in the constituency picker, so any grouping can be traced back to the source file. Nothing about the records themselves is changed — grouping affects only how the picker is organised.
Karnataka is 223 of its 224 constituencies — Uttarahalli (A089) isn't published on the CEO's site, so it can't be digitized. West Bengal and Haryana are partial for now (a Kolkata subset, and a demo spread of districts, respectively) — see the States Covered page for exact coverage. Other states are added on request, as resources permit.
A short form for hearing when new states and constituencies go live. You can name a state you need while you're there — it doesn't put it in a queue, but it does tell us where the demand is. Nothing you submit is shown publicly.
